Adobe has release a free version of their Photoshop product for Widows 8.
It has limited functions, but it has enough for the causal user to edit their personal photos. You get to crop, rotate, change the brightness, hue, color balance, red eye correction and more.
Photoshop Express follows the new trend of giving the basic software away and then the user pays for each advanced feature that they might need. Games have been doing it for awhile where you can play the games, but if you want a particular outfit or weapon, you pay for it.
In any case, the average home user can use the basic features to fix their photos quite nicely. In addition, Adobe provides a photo sharing service call Revel, where you can upon unlimited photos for the first 30 days and then 50 photos a month. All for free. This lets you sync your photos with all your devices and desktop.
Of course, you can just use SkyDrive to do the same.
