If you are having problems with San Andreas running under Windows 10 or Windows 8, you can buy the App version in the Windows Store.  It's really cheap and it runs great without any special configuration. In fact, if you have a Windows tablet, you can run it from there at no extra cost.  As long as you log into your tablet under the same Windows account that you do on your desktop, you can download it without a second purchase.  You can even run it on certain Windows Phones as well. But they charge you for the Phone version.

For all those Windows desktop people you can also get it for your Android or IOS device.  But you probably will have to pay for it again.
