The Insider Channel of Windows has released a new version of the Windows Snipping Tool that supports video capture of anywhere in Windows. Now, the Game Bar has been able to record games, but this new version of the Snipping Tool allows you to capture whatever you are doing during normal operations. But don't uninstall your OBS or other favorites video capturing software yet. Right now this just provides basic capturing. It does allow you to select a region of your screen, but that's about it.
